Samuel Hugh Dillin was born in Petersburg, Indiana on 9 June 1914. Educated at Indiana University, Dillin received degrees in government and law and went into private practice with his father in Petersburg. He was first elected to the Indiana House of Representatives and later the Indiana State Senate.
